In these years, although our textile industries are continuously trying to develop the products' added value and levels, we are still playing the unimportant roles in the global trade value chain. In the global textile industrial chain, the developed countries always started in the cost of the production and then moved the polluted part to the developing countries, for example, moved the parts of processing and manufacturing to the developing countries. And this moving process has made more and more environmental pressures on our country. Meanwhile, when our textile printing and dyeing enterprises are changed from the eastern region to the western region, the phenomenon is becoming more and more when many disadvantages appeared in the process, for example, the slowly developing pace and the unreasonable layout.
In the current form which has the more resources restraint, serious environmental pollution and the degraded ecological system, it is imperative for us to build the ecological civilization type textile industry. On the other hand, we must encourage these enterprises to carry out the energy-conservation policy and the circular-economy policy to achieve the maximum use of the resources. On the other hand, we must establish the flexible financing policy. And with the help of the finance, the preparation of the enterprise, the credit of the bank and the investment of the person, we can provide a financial support for the development of the textile industry. At the same time, changing the old and unreasonable parts in the industry area, building and promoting some textile ecological industrial demonstration parks, expanding the relationship between the inner chain and the next chain of the industry, establishing the new organized form, achieving the circular-use and the cascade-use of the resources, promoting the maximal use of the resources and the minimal discharge of the sewage are all important part when we trying to achieve the goal. Last but not least, we should arrange the forms of our industries based on the different environmental features and environmental carrying capacity.
